Carl J. ("CJ ") Kempf has 20 plus years experience, as a corporate attorney, government official, general counsel, and executive, leading corporate, project finance, real estate, and technology transactions, crisis management and strategic response, public policy, legislative and regulatory affairs, litigation, and investigations, for organizations across multiple industries and across federal, state and local levels of government.
After practicing as an attorney in the Corporate & Securities and Estates and Trusts Practice Groups of Hodgson Russ LLP, an AmLaw 200 firm, CJ served as General Counsel, Vice President for Policy and Regulatory Affairs, and Special Counsel to the President and CEO for Albany Nanotech, a world leading technology center. At Albany Nanotech, CJ played a central role in negotiating and securing funding from the U.S. Department of Defense to establish one of nine Department of Defense manufacturing innovation institutes, as announced by the White House. In addition, CJ guided several large capital projects to develop semiconductor and other technology facilities, as well as many complex public-private partnerships with leading U.S. and international technology companies.
The Rensselaer County Executive appointed and the Rensselaer County Legislature confirmed CJ as the fourth County Attorney for the County of Rensselaer. With the County of Rensselaer having a $400 million annual budget and over 1,400 employees, as County Attorney, CJ serves as the legal advisor for the County and its officers and employees, while managing a 14 person legal department.
CJ is conversant in German and the Founder and Principal of Carissima Capital, a registered investment advisor.
