Experience

Carl J. ("CJ ") Kempf has 20 plus years experience as a corporate attorney, government official, general counsel, and executive, leading corporate, project finance, real estate, and technology transactions, crisis management and strategic response, public policy, legislative and regulatory affairs, litigation, and investigations, for organizations across multiple industries and across federal, state and local levels of government.  


After practicing as an attorney in the Corporate & Securities and Estates & Trusts Practice Groups of Hodgson Russ LLP, CJ served as General Counsel, Vice President for Policy and Regulatory Affairs, and Special Counsel to the President and CEO for Albany Nanotech, a world leading technology center.  At Albany Nanotech, CJ played a central role in negotiating and securing funding from the U.S. Department of Defense to establish one of nine Department of Defense manufacturing innovation institutes, as announced by the White House.  In addition, CJ guided several large capital projects to develop semiconductor and other technology facilities, as well as many complex public-private partnerships with leading U.S. and international technology companies. 


The Rensselaer County Executive appointed and the Rensselaer County Legislature confirmed CJ as the fourth County Attorney for the County of Rensselaer. under its charter.  With the County of Rensselaer having a $420 million annual budget and over 1,500 employees, as County Attorney, CJ serves as the legal advisor for the County and its officers and employees, while managing a 14 person legal department.  In addition, as County Attorney, CJ leads all legal matters for the County sponsored college, Hudson Valley Community College, having a $100 million budget and more than 7,000 students across locations in Rensselaer, Albany and Saratoga counties.  


While serving as County Attorney, CJ played a central role in shaping The Bridge Project — a landmark public-private partnership between Rensselaer County and Rensselaer Polytechnic Institute, bringing together world-class research capabilities with local government to accelerate entrepreneurship, high-tech commercialization, and academic-industry collaboration. 


CJ also serves as Of Counsel with Ianniello Anderson P.C.  With a proven ability to turn his hand to many legal disciplines, CJ brings breadth and strategic insight to deliver innovative solutions and practical guidance across a spectrum of legal matters — including business transactions, real estate, economic development, public and private financings, wealth transfer and planning, and other strategic matters for individuals, executives, businesses, and government organizations. 


CJ is conversant in German and the Founder and Principal of Carissima Capital, a registered investment advisor.
